EHPV ist in fünf estnischen Städten tätig und bietet Unterstützung und Dienste für Menschen mit HIV, Angehörige der MSM-Gemeinschaft, Migranten, Flüchtlinge, Menschen, die Drogen injizieren, und andere, die Informationen oder Tests suchen. Die Organisation bietet Ressourcen, Navigationshilfe zu Rechten und Anleitung im Gesundheitssystem und betreibt auch eine MSM-Plattform und BaltHUB für Migranten.
